Most "top AI companies in California" pages are directories of hundreds of firms or long profiles with no prices.
This guide does something narrower. It compares six firms with a California office on the numbers buyers ask about first: hourly rate band, minimum project and team size.
Rates and minimums come from Clutch's California AI listing (ratings updated October 26, 2026) and each firm's own website, read on October 27, 2026. No firm paid to appear, and we have not worked with any of them.
Key Takeaways
- Rate spread is wide: Clutch bands for these six California firms run from $50–$99 an hour (GenAI.Labs USA) to $200–$300 an hour (Impekable).
- Minimums separate the field: GenAI.Labs USA lists $5,000+; Goji Labs and Impekable list $50,000+.
- Los Angeles leads this shortlist with three firms; San Francisco has two; Irvine has one.
- An eight-week, two-engineer pilot works out to roughly $32,000–$192,000 depending on the rate band, before cloud and model costs.

Which AI development companies in California are worth shortlisting?
Short answer: for a California-based team, GenAI.Labs USA, Goji Labs, SF AI Labs, AppMakers USA, Impekable and Idea Maker cover the main budget and delivery styles, from $5,000 starter projects to $50,000+ product builds.
| Firm | City | Clutch hourly rate | Minimum project | Team size | Best fit |
|---|---|---|---|---|---|
| GenAI.Labs USA | Los Angeles | $50–$99 | $5,000+ | 10–49 | Fast agent, chatbot and RAG builds |
| Goji Labs | Los Angeles | $150–$199 | $50,000+ | 250–999 | AI inside a full web or mobile product |
| SF AI Labs | San Francisco | $100–$149 | $10,000+ | Not confirmed | Strategy plus LLM fine-tuning |
| AppMakers USA | Los Angeles | $100–$149 | $10,000+ or $25,000+ (see note) | 50–249 | App-first teams adding AI |
| Impekable | San Francisco | $200–$300 | $50,000+ | 10–49 | Design-led AI products |
| Idea Maker | Irvine (plus Los Angeles) | Not shown in the listing we read | Not shown | Not confirmed | AI agents, RAG and software rescue |
Note: two Clutch views we read showed different AppMakers USA minimums. Confirm the current figure on its profile before you budget.
How We Evaluated
We set five criteria before reading any profile, and applied them the same way to each firm:
- California office: a street address in California on the firm's own site or Clutch profile.
- Share of AI work: the percentage Clutch shows for AI development, generative AI or AI agents.
- Price transparency: whether an hourly band and minimum project are published.
- Review depth: number of Clutch reviews and how recent they are.
- Stack and sector clarity: whether the firm names its AI patterns (agents, RAG, fine-tuning) and the industries it has served.
We did not run trial projects, so treat this as a desk review to narrow your calls.
What do AI developers in California charge per hour?
Short answer: among these six, published Clutch bands range from $50–$99 to $200–$300 an hour. Directory-wide figures run lower because they include offshore teams with a California mailing address.
GoodFirms' California AI directory, for example, lists hundreds of firms and a much lower median rate. That gap matters. A low headline rate often means delivery happens in another time zone, so ask where the engineers sit.
Use this quick math to turn a rate band into a pilot budget. It assumes two engineers working 40 hours a week for eight weeks, or 640 hours.
| Rate used (midpoint of band) | 640-hour pilot | Firms in this band |
|---|---|---|
| $50 | $32,000 | GenAI.Labs USA (low end) |
| $75 | $48,000 | GenAI.Labs USA (midpoint) |
| $125 | $80,000 | SF AI Labs, AppMakers USA |
| $175 | $112,000 | Goji Labs |
| $250 | $160,000 | Impekable (midpoint) |
| $300 | $192,000 | Impekable (top of band) |
This is arithmetic, not a quote. Real proposals add design, project management, QA and model or cloud fees. Ask each firm to price the same written scope so you compare like for like.
The 6 Firms in Detail
1. GenAI.Labs USA (Los Angeles)
Clutch shows a 5.0 rating across 26 reviews, a $5,000 minimum and a $50–$99 hourly band. Half of its listed work is AI development, with further shares in generative AI and AI agents.
Its website describes chatbots, AI agents and RAG systems that search trusted company data, plus business workflow automation. Reviews on Clutch span manufacturing, medical technology, automotive, education, construction and marketing.
- Stack signals: LLM agent layers, RAG, workflow automation, computer vision projects mentioned in reviews.
- Typical project size: recent reviews cluster at $50,000–$199,999.
- Watch for: a 10–49 person team, so confirm who staffs your project if it runs long.
➤ Who it's best for: mid-market teams that want a first agent or RAG assistant shipped quickly on a modest budget.
2. Goji Labs (Los Angeles)
Goji Labs has 92 Clutch reviews at 5.0, a $50,000 minimum and a $150–$199 hourly band. Clutch lists 25% of its work as AI development and half as mobile apps.
That mix matters. Goji is a product agency that adds AI to full web and mobile builds rather than an AI-only lab. Its site says it matches LLM capabilities and cloud infrastructure to each use case.
- Stack signals: React, Ruby on Rails, Python and mobile stacks appear in reviews; LLM features layered on top.
- Typical project size: its six most recent reviews average $200,000–$999,999.
- Watch for: a few reviewers asked for clearer cost forecasts up front.
➤ Who it's best for: funded startups and enterprises that need the whole product, design to app store, with AI as one feature set.
3. SF AI Labs (San Francisco)
SF AI Labs lists an office at 415 Mission Street. Clutch shows a $100–$149 hourly band and a $10,000 minimum. Its site leads with executive AI advising and access to a San Francisco network of experts and investors.
Service pages cover knowledge systems, automation and integration, AI infrastructure, governance and risk, LLM fine-tuning and web scraping.
- Stack signals: fine-tuned LLMs, knowledge retrieval, data pipelines.
- Watch for: confirm the split between advisory hours and engineering hours in any proposal.
➤ Who it's best for: leadership teams that want strategy and a governed first build from the same Bay Area partner.
4. AppMakers USA (Los Angeles)
Clutch lists AppMakers USA with a $100–$149 hourly band and 50–249 employees. Its focus is mobile, web and custom software, with AI added to those builds.
The firm suits companies whose AI need is really an app need: a customer-facing iOS or Android product with recommendations, chat or vision features.
- Stack signals: native and cross-platform mobile, web back ends, AI features inside apps.
- Watch for: the conflicting minimum figures noted above.
➤ Who it's best for: consumer brands in Southern California launching an AI-enabled mobile app.
5. Impekable (San Francisco)
Impekable lists its headquarters at 2261 Market Street, San Francisco, with a second office in Sydney. Clutch shows the highest band on this list, $200–$300 an hour, with a $50,000 minimum and 10–49 employees.
Its site positions it as a product development consultancy. One current page pitches AI for mining years of proposals, project records and internal knowledge, a common enterprise RAG use case.
- Stack signals: UX research, product design, knowledge-base AI.
- Watch for: premium rates, so scope tightly and agree milestones.
➤ Who it's best for: B2B software companies where AI adoption depends on excellent product design.
6. Idea Maker (Irvine and Los Angeles)
Idea Maker lists offices at 17875 Von Karman Avenue in Irvine and on South Sepulveda Boulevard in Los Angeles, plus Dallas. Its menu includes AI development, AI consulting, generative AI, AI integration, AI agent development and RAG development.
It also offers software rescue and technical debt work, useful when an AI feature must sit on top of an older codebase. We could not confirm an hourly band in the Clutch listing we read, so request one.
- Stack signals: AI agents, RAG, RPA, cloud and database work.
- Watch for: confirm rates and team size in writing.
➤ Who it's best for: Orange County companies that need AI added to an existing system that also needs cleanup.
Where in California should you hire: Bay Area, Los Angeles or Orange County?
Short answer: pick the region that matches your industry and how often you need people in the room. Bay Area firms skew toward AI strategy and design-led products; Los Angeles firms on this list skew toward product and app builds.
- San Francisco and the Bay Area: closest to model providers and venture-backed SaaS. Expect higher rates and strong product thinking.
- Los Angeles: media, entertainment, consumer apps and e-commerce. Three of our six firms are here.
- Orange County (Irvine): healthcare, automotive and mid-market enterprise software, often with legacy systems to modernize.
- San Diego: life sciences and defense-adjacent work. None of our six is based there, so widen your search if that is your sector.
If location is not important, compare remote options too. Our New York list (https://www.lumay.ai/blogs/best-ai-development-companies-new-york) covers East Coast teams.

What California rules should shape an AI project?
Short answer: if your AI system touches personal data of California residents, plan for the California Consumer Privacy Act as amended by the CPRA from day one, and ask your vendor how they handle access, deletion and opt-out requests.
State rules on automated decision-making are evolving, so ask your counsel which apply to your use case. Then write the answers into the vendor contract.
- Where training and inference data is stored, and in which cloud region.
- Whether customer data is ever used to train a shared model.
- Who can see prompts, outputs and logs.
- How a consumer data deletion request flows through vector stores and backups.
How do you choose between these California firms?
Short answer: decide your budget band and delivery need first, then ask every shortlisted firm the same eight questions in writing.
- Under $25,000: start with GenAI.Labs USA or SF AI Labs for a scoped proof of concept.
- $25,000–$100,000: AppMakers USA, SF AI Labs or Idea Maker for a production pilot.
- $100,000 and up: Goji Labs or Impekable for a complete product with design.
Questions to send each firm:
➤ Which engineers will work on our project, and where are they located?
➤ Can you show a production AI system you built, not a demo?
➤ How do you evaluate model output quality before launch?
➤ What happens to our data, prompts and fine-tuned weights after the contract ends?
➤ Which model providers do you work with, and how do you avoid lock-in?
➤ What is included in your rate: PM, QA, design, DevOps?
➤ How do you price cloud and model usage during the pilot?
➤ What does a phased plan with exit points look like?

Red Flags When Hiring an AI Developer in California
- A California mailing address but no named engineers in a US time zone.
- No written evaluation plan for model accuracy or hallucinations.
- Refusal to put IP and data ownership terms in the statement of work.
- A fixed price before any discovery of your data.
- Case studies that are all demos with no production users.
