The best pre-bill review software for law firms in 2026 comes down to six options worth evaluating: Aderant Onyx, BigHand PrebillManager, Elite Validate, Intapp Billstream, PointOne Review, and Verify by Aderant (formerly HerculesAI Verify).
Some manage prebill edits and approvals. Others apply outside counsel guidelines (OCGs). This guide compares best fit, features, integrations, strengths, limits, and pricing availability, based on vendor pages reviewed in October 2026.
Why pre-bill review matters in 2026
Elite's May 2026 research, drawn from billing data at about 400 firms, found that invoice rejection rates rose from 11% to 18% in 2025, a 64% increase.
It also reported that 71% of firms still rely primarily on manual processes for OCG compliance. Pre-bill review moves error-catching ahead of invoice release, when a fix is still cheap.
How we evaluated these tools
LuMay reviewed official vendor pages and press releases in October 2026. Features are vendor claims, not independent tests, and where a page did not state a detail, we say so.
The six tools are listed alphabetically, not ranked. LuMay also sells a billing product, BillingGuard, so we describe it separately below instead of placing it in the list.
The 6 pre-bill review software options
1. Aderant Onyx
- Best fit: Firms that want one rules library for client guidelines across the work-to-cash cycle.
- Core features: Onyx turns OCGs and client requirements into enforceable rules and applies compliance checks across timekeeping, prebilling, and billing, not only before invoices are submitted.
- Integrations: None named on the product page.
- Strengths: End-to-end coverage. Aderant says its MADDI AI helps extract, organize, and apply client requirements faster.
- Limitations: Deployment and integration details are not stated.
- Pricing: Not published.
2. BigHand PrebillManager
- Best fit: Firms replacing paper or spreadsheet prebill edits with a controlled workflow.
- Core features: PrebillManager offers electronic prebill editing on desktop and mobile, including no-charge and write-down adjustments, fixed fees, fixing block-billed time, and splitting time and disbursements. Firms can set rules that inform attorneys or billers or require their approval, and the page describes a complete audit trail with undo.
- Integrations: No billing systems named. Changes are processed into “the accounting system.”
- Strengths: Clear approval rules, mobile editing, and edit history.
- Limitations: The page describes no automated OCG checks or AI.
- Pricing: Not published. The page points to a demo or pricing request.
3. Elite Validate
- Best fit: Firms running Elite 3E.
- Core features: Elite Validate reads OCGs and converts them into billing rules, sends automated alerts about deviations at any point in the work-to-cash cycle, and learns from historical rejections and reductions.
- Integrations: 3E Time, 3E Proforma, and 3E Billing. It sits alongside eBillingHub, and Elite says it is compatible with many third-party time-entry, billing, and financial systems.
- Strengths: Direct fit with Elite products, with AI described by the vendor.
- Limitations: The release is dated February 2025 and does not specify deployment, so confirm current capabilities. AI claims are Elite's own.
- Pricing: Not published.
4. Intapp Billstream
- Best fit: Firms using Intapp Time and Terms, or wanting a cloud prebill workflow.
- Core features: Billstream gives one place to review, edit, and approve prebills. It shows unreleased time from Intapp Time, lets staff recall and reassign aging proformas, and offers audit trails and dashboards.
- Integrations: Intapp Time and Intapp Terms.
- Strengths: With Intapp Terms, client billing terms are shown and compliance violations are flagged, so firms can enforce non-compliant prebills.
- Limitations: The page describes no AI features.
- Pricing: Not published. The page offers a demo.
5. PointOne Review
- Best fit: Firms wanting an AI copilot layered over existing billing software.
- Core features: PointOne marks up pre-bills, flags issues, and suggests fixes, with comments, configurable reviewers, and routing. A separate Rules module extracts structured billing rules from uploaded guidelines and enforces them against every time entry and pre-bill.
- Integrations: Aderant, Clio, Filevine, QuickBooks, Actionstep, Elite 3E, Surepoint, MyCase, and LeanLaw, with more listed.
- Strengths: The longest named compatibility list of the six, and the page says it layers on top of most existing billing and practice management systems.
- Limitations: Hosting and deployment are not described.
- Pricing: Not published. The page offers a demo.
6. Verify by Aderant (formerly HerculesAI Verify)
- Best fit: Larger firms wanting AI review of entries before invoices go out. A directory listing says it is available for firms with 100 or more lawyers.
- Core features: Verify reviews entries against client OCGs and internal billing rules, flags issues such as block billing and vague narratives, and suggests fixes at time capture, after time submission, and at pre-bill review, per LawNext's launch coverage.
- Integrations: Coverage at launch named 3E and Aderant Expert. The directory page names none.
- Strengths: It can run on-premises or in a private cloud, which keeps data under firm control.
- Limitations: Aderant announced in August 2025 that it would acquire HerculesAI's legal technology assets, so branding and packaging may have changed. Confirm current terms with Aderant. Aderant appears twice in this list because it sells two different products.
- Pricing: Not published.

Workflow tools vs compliance tools
BigHand PrebillManager and Intapp Billstream center on prebill editing and approval workflow. Aderant Onyx, Elite Validate, and Verify by Aderant center on OCG rule enforcement.
PointOne Review sits between the two, pairing AI markup with approval routing. Decide which gap hurts more first: slow approvals or guideline errors.
Where LuMay BillingGuard fits
LuMay's BillingGuard is not ranked above. Its page describes a pre-submission readiness product, not dedicated pre-bill editing software.
It checks setup, approvals, rates, and supporting evidence before submission, then routes each issue to an owner. A named reviewer can approve, deny, or request information, and BillingGuard revalidates once the record is fixed. The page does not describe block billing detection or name billing-system integrations, and its dashboard figures are labeled illustrative.
BillingGuard is part of the LuMay Legal Agents suite (Lexintis). That page lists a Thomson Reuters 3E integration, says outputs link to 3E financial records, and lists SaaS, private cloud, hybrid, and on-premises deployment. LuMay's pricing page lists Lexintis from $7,500 per month and OCG Compliance Agents from $10,000 per month, with final pricing depending on systems, volumes, and security boundary. BillingGuard has no separate price on its own page.
See LuMay's security and governance page and AI integration services for deployment and connection options. For narrative risks, read what block billing is and how AI review checks flag it.
Pre-bill review buyer checklist
- Does it apply client OCGs automatically, or require manual rule setup?
- Which billing system versions are supported, and how deep is the integration?
- Can reviewers approve, reject, and reassign in one workflow?
- Is every edit and approval recorded in an audit trail?
- Where is data processed, and do models run inside your environment?
- How do humans accept or reject AI suggestions?
- What is the total cost, including implementation, in a written quote?
- Can the vendor show write-down or rejection results from a comparable firm?
The best evaluation is a controlled pilot using real, redacted historical prebills, your actual client guidelines, and known billing exceptions.
